FEMA is more ready now than they were, but that doesn't rebuild Katrina victims' homes. I think FEMA has learned something.  They have a different director, David Paulison, who is competent for a change, and they have learned to be proactive (see the USA Today story, "Federal response was more sure-footed in Calif. than it was after Katrina," Oct 25, p. 6A).
